The notice of proposed rulemaking (NOPR) is one element in a broad effort to improve the energy efficiency of the Federal building stock. The NOPR was published in the Federal Register on October 15, 2010 and is available online at http://edocket.access.gpo.gov/2010/pdf/2010-25852.pdf.
