Several state representatives will participate in a panel discussion on how well prepared states are for a sudden increase in stringency in ANSI/ASHRAE/IESNA Standard 90.1, as anticipated in the 2010 version. Are states ready, willing, and able to adopt a commercial standard that is 30% better than Standard 90.1-2004? The discussion will be kicked off with a presentation describing what a standard with requirements 30% more stringent may look like.

See the new features planned for REScheck and COMcheck in the next year. Data exchange is a highlight but the tools are also using enhanced algorithms, beyond code data, and more.
Online Training Video: Taking Learning into the Field - Tami Svarfvar and Mike DeWein
Building Media Inc. and BCAP will demonstrate how online training has been utilized in a number of states and organizations to fulfill training needs for energy codes and related Building Science topics and the advantages of online video training. The joint BMI/BCAP "Code College Initiative" will be demonstrated with live video link, along with case study examples of the BMI Learning Management System (LMS), which allows password access, pay-per-view and certified online training to be accessed.
Tools for Code Compliance and Energy Tax Deductions - Raju Sen Sharma
Demonstrate residential and commercial building code compliance tools that implement the latest IECC (residential), ASHRAE (commercial) and LEED standards. In addition, the presentation will also demonstrate tools that allow one to qualify for the 2005 Energy Bill's provisions for residential energy tax credits and commercial building energy tax deductions.
Residential Lighting - David Shiller
This session will provide an industry perspective on the trend toward residential, high-efficacy, pin-based fixtures, as written into the California and Washington state codes. Simultaneously, there is a new technology known as the GU24 Line Voltage Socket that is making efficient residential lighting fixtures (and codes!) more cost-effective and consumer-friendly. See this new GU24 technology firsthand and learn about the trend toward residential lighting energy codes.
Log Homes as Defined by the ICC - Rob Pickett
Sponsored by the Log Homes Council, Building Systems Councils, and National Association of Home Builders, this session will summarize the newly published ICC400 Standard for the Design & Construction of Log Structures. ICC400 will be referenced in the IBC and IRC in the 2007 Code Supplements. Developed by the IS-Log Committee of the ICC, committee chair Rob Pickett will hit the highlights of the standard, the origin of much of the material, and the expected impact.
EnergyPlus Plugin for Google SketchUp - Peter Ellis
DOE is currently developing an EnergyPlus plugin for the popular Google SketchUp 3-D drawing program. The plugin integrates the building energy simulation capabilities of EnergyPlus into the easy-to-use SketchUp environment. The plugin also includes features to support energy code compliance checking. This presentation will include a demonstration of the plugin and discussion of its applications.
ASHRAE 90.1 30% Increase - Craig Drumheller
NAHB discusses the proposed 30% increase in ASHRAE 90.1 and the economic impact of increasing construction cost.
Exterior Lighting COMcheck Enhancements - Bob Schultz
This cracker barrel session will include an informal presentation of the upcoming exterior lighting enhancement in the COMcheck energy code compliance software. This is your chance to provide direct input on the look and feel of this feature and its requirements.
Responsible Energy Codes Alliance - Building Stronger Energy Codes Today - Eric Lacey
This presentation will cover RECA's mission to support the adoption of the IECC in states and localities, and will outline state-specific resources available to state officials and advocates who are considering adopting the IECC.

Hear how DOE's new Federal building energy efficiency standards are working out and what's in store for the future. DOE's new standards are based on prevailing private sector standards (ASHRAE Standard 90.1-2004 and the 2004 IECC) but with a requirement for an additional 30% energy savings, if cost-effective.

Advanced Energy Design Guides
Listen to a discussion of ASHRAE's series of Advanced Energy Design Guides - for small offices, small retail, warehouses (in progress), schools (in progress), and lodging (FY08). All of these guides provide prescriptive recommendations that achieve 30% savings over ASHRAE Standard 90.1-1999. ASHRAE's partners in development of the guides include IESNA, AIA, and USGBC.

ASHRAE Standard 189 Public Review Draft
Earlier this summer, ASHRAE/USGBC/IESNA Proposed Standard 189, Standard for the Design of High-Performance Green Buildings Except Low-Rise Residential Buildings, was made available for public comment. The standard has been written in mandatory language. The document is a standard, not a rating system. This standard is intended to provide a baseline that will drive green building into mainstream building practices. John Hogan, Chair of the Project Committee, will provide an overview of the standard, with a focus on the energy sections.

U.S. Department of Energy State Grants, State Technical Assistance, and the Building Codes Assistance Project
DOE provides a range of essential support services and assistance to states as they strive to adopt improved energy codes. This session provides a brief overview of DOE's existing energy code grants, and grant funding anticipated in the future. It also provides examples of recent technical assistance provided by BECP and the types of technical support states are encouraged to request from DOE. Finally, the Building Code Assistance Project (BCAP) will provide examples of how their advocacy assistance has helped individual states with their unique energy code advocacy-related needs, and the kinds of advocacy assistance that BCAP can provide on behalf of DOE.

Pennsylvania Experience
The Pennsylvania Housing Research Center (PHRC) has extensive experience in training and technical assistance around building code issues. Since 2000, the PHRC has trained over 12,000 building code officials, design professionals, builders, remodelers, teachers, material suppliers, etc. Learn about a DOE-funded pilot program which provides technical assistance for municipalities and third party agencies with building diagnostics for residential construction. Pennsylvania is two years into establishing an enforced energy code. Many of the experienced building code officials have never thought about energy requirements.

Commercial
Commercial Energy Code Enforcement: We Could be Doing a Whole Lot Better
Minnesota’s enforcement of commercial energy code is probably similar to many other states. Few building officials seem be doing a thorough job reviewing energy code provisions. Sometimes we just look for the P.E. stamp - and often this is far from "good enough." This presentation will review the characteristics of building officials who take their job enforcing the commercial energy code very seriously. We’ll address barriers that prevent energy issues from being more carefully considered in new commercial building. If we are to reach the ambitious energy goals we have set for ourselves we must dramatically improve commercial energy code enforcement. Minnesota is taking one innovative approach in hopes of making a change.

DOE's Project Management Center

This interactive session will allow State officials, regional energy efficiency organizations, and other partners to learn more about activities and initiatives from the Project Management Center (the National Energy Technology Laboratory and the Golden Field Office). Topics will include: EERE program priorities, the EERE States Agenda, upcoming funding opportunities, the National Action Plan for Energy Efficiency, the 2008 EERE Technology Deployment/Market Transformation Conference, and the National Year of Energy Efficiency.
There will also be a discussion of new initiatives from the EERE Office of Building Technologies, with a focus on technology deployment and market transformation activities which the Project Management Center (PMC) Technology Validation and Market Introduction staff is helping to implement. Those initiatives include: Advanced Building Codes, Building Application Centers, the National Builders Challenge, EnergySmart Schools, EnergySmart Hospitals, and Commercial Lighting.
The session will emphasize how all attendees, and especially States and regional energy efficiency organizations, can actively participate in these initiatives.

Evening Event Aboard the Gateway Clipper

Enjoy breathtaking views of the Golden Triangle as the daylight fades into evening and the sparkling lights of the city begin reflecting on the waters of the three rivers (Allegheny, Monongahela, and Ohio Rivers) while aboard a Gateway Clipper Dinner Cruise.
The boat will start boarding at 6:00 p.m. at the Station Square Dock right in front of the Sheraton and will sail from 7:00 p.m. to 9:00 p.m.

Pennsylvania Residential Energy Code Enforcement - Lessons From the Field

This session will be useful to both code officials and builders who are trying to implement the new residential energy code requirements. It will highlight recent lessons learned from the field in Pennsylvania, including pictures of residential energy code compliance across a broad spectrum. Common challenges for compliance and obstacles to enforcement will be discussed as well as effective ways to conduct plan reviews and residential energy inspections.
