This report documents the technical analysis used to evaluate whether residential buildings constructed to meet the requirements of the 2015 IECC would result in energy efficiency improvements over residential buildings constructed to meet the requirements of the previous edition, the 2012 IECC. PNNL considered all code change proposals approved for inclusion in the 2015 IECC during the ICC code development cycle2, and evaluated their combined impact on a suite of prototypical residential building energy models across all U.S. climate zones.

A final qualitative analysis of all addenda to ASHRAE Standard 90.1-2007 that were included in ASHRAE Standard 90.1-2010 was conducted. All 109 addenda processed by ASHRAE in the creation of ASHRAE Standard 90.1-2010 from ASHRAE Standard 90.1-2007 were evaluated by the U.S. Department of Energy (DOE) for their impact on energy efficiency. DOE determined whether each addendum would have a positive, neutral, or negative impact on overall building efficiency.

The U.S. Department of Energy (DOE) conducted a final quantitative analysis to assess whether buildings constructed according to the requirements of ASHRAE Standard 90.1-2010 would result in energy savings compared with buildings constructed to ASHRAE Standard 90.1- 2007. The final analysis considered each of the 109 addenda to ASHRAE Standard 90.1-2007 that were included in ASHRAE Standard 90.1- 2010. All 109 addenda processed by ASHRAE in the creation of ASHRAE Standard 90.1-2010 from ASHRAE Standard 90.1-2007 were reviewed by DOE, and their combined impact on a suite of 16 building prototype models in 15 ASHRAE climate zones was considered. Most addenda were deemed to have little quantifiable impact on building efficiency for the purpose of DOE’s final determination. However, out of the 109 addenda, 34 were preliminarily determined to have a measureable and quantifiable impact.

The 2009 and 2012 International Energy Conservation Codes (IECC) require a substantial improvement in energy efficiency compared to the 2006 IECC. This report averages the energy use savings for a typical new residential dwelling unit based on the 2009 and 2012 IECC compared to the 2006 IECC. Results are reported by the eight climate zones in the IECC and for the national average.

Pacific Northwest National Laboratory (PNNL) conducted a series of cost effectiveness analyses for the U.S. Department of Energy (DOE), covering the 2009 and 2012 editions of the International Energy Conservation Code (IECC) for new single and multifamily homes. The evaluations were performed against a 2006 IECC baseline, taking state-specific code amendments into consideration. These reports outline the results of these analyses, including a National Cost Analysis and Cost Analyses for selected states.
