This report provides the qualitative analysis of all addenda to ANSI/ASHRAE/IES1 Standard 90.1-2010 (referred to as Standard 90.1-2010 or 2010 edition) that were included in ANSI/ASHRAE/IES Standard 90.1-2013 (referred to as Standard 90.1-2013 or 2013 edition). All addenda in creating Standard 90.1-2013 were evaluated for their projected impact on energy efficiency. Each addendum was characterized as having a positive, neutral, or negative impact on overall building energy efficiency.

The Energy Conservation and Production Act of 1976, as amended, requires the U.S. Department of Energy (DOE) to determine whether revisions to the 2006 International Energy Conservation Code (IECC) would improve energy efficiency in residential buildings. An “affirmative determination” for any IECC revision triggers a requirement that each state certify to DOE, within 2 years of the publication of the determination, that it has reviewed the provisions of the new code and made a determination whether it is appropriate to update its building code(s) to meet or exceed the revised IECC.

The most recent edition, the 2018 IECC, was published in August 2017, triggering the DOE review and determination process. In response, DOE and Pacific Northwest National Laboratory (PNNL) conducted a preliminary analysis to determine energy savings for the 2018 IECC residential provisions relative to the previous edition--the 2015 IECC. This report documents the methodology used to conduct the analysis and summarizes the results and findings.
