Performance-based Compliance for Submittal Reviewers

This 2-hour training is targeted toward building officials, beyond code program administrators, and others who are tasked with approval of energy modeling submittals for performance based compliance. It discusses submittal review strategy and the key review steps including verifying the submittal for completeness; confirming that building systems and components shown in the compliance forms reflect design documents; that the configuration of the baseline (budget) design model is established correctly based on the applicable rules of ASHRAE 90.1 Section 11 or Appendix G; that, based on the simulation reports, the baseline (budget) and proposed designs were modeled as described in the compliance forms; and that the compliance outcome was established correctly based on the energy modeling results. The training demonstrates how to effectively use the DOE Compliance Form to perform the reviews and discusses other available resources such as the Submittal Review Manual.


Christina LaPerle is a licensed Professional Engineer, ASHRAE Building Energy Modeling Professional (BEMP), an AEE Certified Energy Manager (CEM), and an AEE Certified Building Commissioning Professional (CBCP). She has over 8 years’ experience in energy engineering performing energy audits, energy modeling, and retro-commissioning for both existing buildings and new construction. Christina has developed energy modeling tools to enhance workflow efficiency and regularly performs energy modeling technical reviews for incentive and above code program submissions. She also codevelops incentive and above code program simulation guidelines and tools and provides one on one training and technical support to energy modelers. Recently, Christina worked as part of the team that developed the DOE/PNNL funded Compliance Form for projects that use ASHRAE Standard 90.1 Section 11 and Appendix G compliance options.

Maria Karpman LEED AP, BEMP, CEM, Karpman Consulting, has 20 years of experience in building science, energy modeling, and software design. She has completed numerous energy modeling projects for new and existing buildings and has led the development of technical polices for major modeling-based incentive programs. She is a member of the ASHRAE Standard 90.1 committee and has authored papers and presented at the ASHRAE, IBPSA, and AIA conferences among others. She has developed and delivered trainings on energy modeling and performance-based code compliance that have been attended by several thousand building industry professionals. Ms. Karpman holds advanced degrees in engineering and computer science, has served as an NYU adjunct faculty member, and is the principal of Karpman Consulting.
