ANSI/ASHRAE/IES Standard 90.1-2022: Energy Savings Analysis

Standard 90.1-2022 was published in January 2023, triggering the statutorily required DOE review process. To meet the statutory requirement, DOE conducted a technical analysis to evaluate and quantify the expected energy savings associated with Standard 90.1-2022. This report documents the methodology, technical analysis, and findings supporting DOE’s determination on Standard 90.1-2022.

The Department of Energy (DOE) Building Energy Codes Program (BECP) periodically evaluates national and state-level impacts associated with energy codes in residential and commercial buildings. Pacific Northwest National Laboratory (PNNL), funded by DOE, conducted an assessment of the prospective impacts of national model building energy codes from 2010 through 2040.

Beginning in 2014, the U.S. Department Energy (DOE) funded a series of multi-year residential energy code field studies to explore energy savings opportunities from enhanced code compliance. This report presents the final results across the three phases to assess whether the education and training activities successfully improved code compliance to achieve significant changes in energy use.

This report provides an assessment as to whether new buildings constructed to the commercial energy efficiency provisions of the 2021 IECC would save energy and energy costs as compared to the 2018 IECC. The Commercial Energy Efficiency chapter in the 2021 IECC allows users to either follow the provisions in the IECC or use Standard 90.1-2019 as an alternative compliance path. As such, PNNL also compared the energy performance of the 2021 IECC with the corresponding Standard 90.1-2019 to help states and local jurisdictions make informed decisions regarding model code adoption.

The Standing Standards Project Committee (SSPC) for ASHRAE Standard 90.1 established a working group to develop an energy credits proposal.  The package of measures proposed for ASHRAE Standard 90.1-2022 includes 32 energy efficiency, renewable energy, and load management measures available. This technical document provides the general description of the proposed energy credit measures, the basis for calculation of potential energy credits, and the demonstration cost effective packages that justify the energy credit requirements by building type and climate zone.

This report is focused on the analysis of collected data in support of the development of an updated methodology to measure the impact of energy codes on commercial buildings and identify opportunities for savings through increased compliance. The primary goal was to analyze the data collected during the field study and determine the actual energy cost impact of each measure in a non-compliance situation. The energy impact results allowed for ranking the measures to identify which have the highest potential for lost savings.

DOE and Pacific Northwest National Laboratory (PNNL) conducted a technical analysis to determine energy savings for the 2021 IECC residential provisions relative to the previous edition, the 2018 IECC (ICC 2017). This report documents the methodology used to conduct the analysis and summarizes the results.
