ANSI/ASHRAE/IES Standard 90.1-2022: Energy Savings Analysis

Standard 90.1-2022 was published in January 2023, triggering the statutorily required DOE review process. Total System Performance Ratio (TSPR) is a metric for evaluating overall system efficiency instead of individual component efficiency, a solution that could also eventually facilitate the transition to a 100% performance-based code structure. TSPR is a ratio that compares the annual heating and cooling load of a building to the annual energy consumed by the building's HVAC system. This technical documentation provides background on the TSPR and support for the mechanical performance factors that are developed each 90.1 edition cycle to be used in the calculation. The current factors are developed for the 2022 edition of 90.1 in combination with addendum AG.

To meet the statutory requirement, DOE conducted an analysis to quantify the expected energy savings associated with Standard 90.1-2019. This report documents the methodology used to conduct the analysis. Based on the analysis, DOE preliminarily determined that the 2019 edition of the ANSI/ASHRAE/IES Standard 90.1 would improve overall energy efficiency in buildings subject to the code (compared to the 2016 edition of Standard 90.1). This report represents the final version of the analysis supporting DOE’s determination on Standard 90.1-2019.

The most recent edition, the 2021 IECC, was published on January 29, 2021, triggering the DOE review and determination process2. DOE and Pacific Northwest National Laboratory (PNNL) conducted a technical analysis to determine energy savings for the 2021 IECC residential provisions relative to the previous edition, the 2018 IECC (ICC 2017). This technical support document (TSD) is designed to explain the technical basis for the COMcheck software as originally developed based on the ANSI/ASHRAE/IES Standard 90.1-1989 (Standard 90.1-1989). Documentation for other national model codes and standards and specific state energy codes supported in COMcheck has been added to this report as appendices. These appendices are intended to provide technical documentation for features specific to the supported codes and for any changes made for state-specific codes that differ from the standard features that support compliance with the national model codes and standards. Beginning with COMcheck version 3.8.0, support for 90.1-1989, 90.1-1999, and the 1998 IECC and version 3.9.0 support for 2000 and 2001 IECC are no longer included, but those sections remain in this document for reference purposes.
