The U.S. Department of Energy’s (DOE's) Building Energy Codes Program (BECP) developed this toolkit to help the enforcement community achieve higher levels of compliance with building energy codes.

Although this toolkit is not intended for use by designers, developers, home owners or renters, building owners, or building operators, it may provide those individuals some insight into the issues facing the enforcement community.

This toolkit is organized around six important steps for enforcement.  Each step in this toolkit provides a general description, discussion of the issues faced by the enforcement community, and a listing of resources for the enforcement community.
